Jennifer Shipp is the general counsel at the Heising-Simons Foundation. Prior to joining the Foundation in 2020, Jennifer was senior counsel at the William and Flora Hewlett Foundation, where she provided legal support for the foundation’s Global Development and Population program, and managed legal issues for the grants management and information technology teams.

Previously, Jennifer worked at Arabella Advisors where she focused on legal and programmatic issues with a variety of fiscally sponsored projects, and prior to Arabella, she worked at the David and Lucile Packard Foundation, both with the Children, Families, and Communities program and the Office of the General Counsel. Prior to this work, Jennifer worked at two multi-national law firms, Simpson Thacher & Barlett LLP in New York and Morrison & Foerster LLP in San Francisco, where she focused on corporate financing transactions.

Jennifer is originally from Connecticut, but has enjoyed living in the Bay Area for many years.  She has a bachelor’s degree from Emory University, a law degree from Howard University School of Law, and a master’s degree in public policy from University of California, Berkeley. She is a member of the Bar in both the New York and California.
