Description


Public Health of Boulder County is hiring an Emergency Management Coordinator.  The Emergency Management Coordinator is an integral member of the Communicable Disease and Emergency Management Division (CDEM) at Boulder County Public Health (BCPH). The position will work with a diverse group of subject matter experts from across the agency (e.g. communicable disease, environmental health, prevention, administration, and public in-formation) on public health emergency preparedness and response activities. The position will leverage emergency management technical skills and experience to assess, plan, and implement culturally responsive strategies to ensure that BCPH successfully detects and responds to a variety of public health emergencies (e.g. natural disasters, communicable disease outbreaks, and human-caused disaster events) with key partners. 

This position builds staff capacity to plan and respond to emergency events, including onboarding and training all new BCPH staff in the principles of the Incident Command System (ICS) and maintaining staff competency through routine training and exercise. The position plays a key role in establishing and fostering community partnerships with diverse groups, coordinating and collaborating on planning and response activities with other emergency managers across the county and state, and leading the agency’s response during emergencies. This position serves as the agency's primary resource for all aspects of emergency preparedness activities, which includes serving as an agency spokesperson for media inquiries, fostering an inclusive environment to support all types of agency response needs, supporting the execution of agency priorities, and fulfilling deliverables associated with the Public Health Emergency Preparedness (PHEP) grant; Cities Readiness Initiative (CRI) grant; and other duties, as assigned. 

Work hours are Monday - Friday from 8:00am - 4:30pm or as needed.  This position will be working remote until further notice.  Boulder County requires its employees to reside in the state of Colorado as of the first day of work.  Under FLSA guidelines this position is exempt.

Hiring Salary Range:  $71,280.00 - $86,964.00 Annually 
Classification Salary Range:  $71,280.00 - $102,648.00 Annually

LEADERSHIP:
1.  Serves as a member of the CDEM Leadership Team to help develop and implement division priorities and goals in alignment with larger agency priorities and initiatives
2.  Ensures that Emergency Management Program staff members are culturally responsive, empowered to address health disparities, and responsive to the needs of diverse and vulnerable populations
3.  Serves as a role model for staff, exemplifying high professional values, work ethic, integrity, positive change management, and accountability in alignment with agency values
4.  Promotes excellence, employee satisfaction, and continuous quality improvement
5.  Promotes effective and respectful communication, team building, and decision making
6.  Serves as or ensures BCPH's representation in regional and state emergency preparedness planning activities and continuously communicates this information with agency leadership
7.  Serves as incident commander or as a member of the command staff during emergency responses. Uses adaptive leadership skills to help guide the agency in developing incident objectives, ensuring that all staff involved have clear information about their expected roles during emergencies
8.  This position may be asked to perform the following during emergency responses:

  • Develop incident objectives and an incident action plan with key command staff, conduct incident debriefings, and disseminate after-action reviews
  • Collaborate with partners to coordinate the provision of health and medical services for Boulder County residents during an emergency or disaster
  • Support Boulder County Office of Emergency Management (OEM) ESF-8 (Emergency Support Function #8 – Public Health and Medical Services) functions
  • Support the ICS Logistics and Plans Sections with procurement of appropriate technological and personal protective equipment (PPE) for use by staff when responding to emergency incidents
  • Coordinate with public information officers to ensure that communication messages are appropriately developed and targeted for impacted communities
  • Ensure that the ICS Plans Section provides constant situational awareness to agency staff
  • Elevate policy decisions to the applicable policy group and communicate decisions to general staff

MANAGEMENT AND SUPERVISION:
1. Supervises Emergency Management Program staff and conducts routine meetings to coach, mentor, and assess grant deliverable success
2. Performs a wide range of supervisory tasks to monitor/prepare employee coaching, program activity reports, and men-tor staff on developing program operational plans
3.  Supervises Emergency Management Program staff overseeing the Boulder County (Volunteer) Medical Reserve Corps (BCMRC) that is available to help provide response efforts for public health emergencies
4.  Supports the Environmental Emergency Response Team (EERT) with planning and response activities

PLANNING AND BUDGET:
1.  Ensures the integration of BCPH’s emergency preparedness and response activities into Boulder County's All-Hazard Response Plan
2.  Ensures that all BCPH staff are appropriately trained in ICS 100 and works with the OEM to train key agency staff in higher levels of ICS training (e.g. ICS 300 and ICS 400)
3.  Develops and implements the agency’s emergency preparedness annual training plan
4.  Facilitates a system for emergency response among key BCPH staff
5.  Uses a health equity lens to integrate all emergency preparedness and response activities
6.  Provides program and fiscal planning and monitoring. Documents and promotes program activities through end-of-year reports, grants (e.g. applications, reports, summaries), and operational plans
7.  Assesses and determines emergency management needs in the community and conducts program evaluation and re-porting. Uses assessment data to drive programmatic priorities
8.  Works with BCPH’s Immunization Program to develop a point of dispensing (POD) plan for mass dissemination of medical countermeasures (i.e. MCM, including vaccines, antiviral drugs, antibiotics, etc.)
9.  Prepares, maintains, and monitors program budget in collaboration with team members
10. Prepares and monitors program contracts and grants to ensure that deliverables are satisfactorily met
11. Maintains 24-7, on-call coverage for the Emergency Management Program, which includes carrying a pager on a rotating basis and coordinating rotation among other BCPH staff

COLLABORATION:
1.  Works closely with the BCPH Health Communications Program to develop and disseminate information, both internally and externally
2.  Collaborates with the Colorado Department of Public Health and Environment (CDPHE) and regional emergency preparedness partners to develop, review, and maintain emergency preparedness plans and protocols, including a plan to co-ordinate local health/medical emergency response activities
3.  Collaborates with relevant Boulder County departments (e.g. OEM, Housing and Human Services, Coroner’s Office, etc.), medical providers, governmental agencies, policy leaders from varying agencies, emergency responder communities, mental health agencies, local school districts and universities, and other community partners to organize and facilitate regional emergency preparedness activities, including workshops, conferences, exercises, training, and reporting
4.  Collaborates with local and regional organizations, businesses, medical providers, and government agencies to ensure that Boulder County has a comprehensive approach to emergency response planning
5.  Represents BCPH on regional preparedness committees, establishing memoranda of understanding (MOUs), as necessary

EDUCATION AND EXPERIENCE:

  • Seven years performing technical tasks in the investigation of environmental health conditions or emergency management
OR

  • A bachelor's degree in physical or biological sciences, or emergency preparedness, or public health or other related field plus three years performing technical tasks related to emergency preparedness and response
Any equivalent combination of experience and education

CRIMINAL BACKGROUND CHECK:
