agreed that at this point it makes more sense to draft the rest in parallel

I also want to make sure we get each of the groupings into its own github
issue, so if someone wouldn't mind taking the time to file them in our Silver
issues repository <https://github.com/w3c/silver/issues> (or pointing me to
a mechanism to file issues in bulk), I'd appreciate it! From here, we'll
need a more structured way of tracking this as we make our way through. You
can either draft and work in a github issue, or continue drafting and
working in our working doc, though. Either way, we'll make sure to publish
the next milestone of this migration outline in the wiki as we did after
the first round of SC grouping
