Add a way within DeviceUseStatement to say "does not have this type of device"

      Motion to add two new fields:

      DeviceUseStatement.usageStatus 0..1 CodeableConcept, example values: always, sometimes, neverĀ 

      DeviceUseStatement.usageReason 0..* CodeableConcept, example values: forgot, lost, stolen, broken, the dog ate it.

      Rationale for separate fields is that the statement can be active, entered-in-error, or otherwise change the .status on the DeviceUseStatement and those concepts should not be mixed.

    Description

      We have a functional model https://zibs.nl/wiki/HearingFunction-v3.1(2017EN) and https://zibs.nl/wiki/VisualFunction-v3.1(2017EN).

      Both of these functional models warrant the use of a DeviceUseStatement for things like glasses/contacts/hearing aids. Both of these functional models also specify being able to say "Does not use aid".

      This last thing is not really possible with DeviceUseStatement so we woud appreciate if that was added. The suggested solution could be to add a new DeviceUseStatement.status "not-applicable" or something similar.
