Prior to joining GSA, Ms. Konzman worked at the Nuclear Regulatory Commission (NRC) as the Branch Chief for the Office of New Reactor, Information Technology Branch (NRO), where she managed the development, maintenance, and implementation of NRO’s IT infrastructure. She also served as a Senior IT Program Manager for the Office of Nuclear Security and Incident Response, where she implemented the agency’s first secure wireless system. Prior to working for the NRC, Ms. Konzman worked in private industry where she supported many government agencies in engineering IT requirements.

Victor Hoskins joined the Fairfax County (Va.) Economic Development Authority as president and CEO on August 5, 2019. Previously, he was the director of Arlington (Va.) Economic Development since 2015. In that role he is most known for leading the team that successfully attracted Amazon HQ2 to Arlington County, a deal that will bring between 25,000 and 37,850 Amazon jobs to Arlington, stimulate creation of another 75,000 jobs in the Washington region, and generate between $3.2 and $4.8 billion in revenue for the Commonwealth of Virginia.
Under Mr. Hoskins’ leadership, Arlington County also successfully implemented an Innovation Strategy that moved it toward technology and private-sector commercialization. Other successes in Arlington include Nestlé, Grant Thornton, Lidl, Mastercard, Deloitte, PBS and Opower-Oracle.
Previously, Mr. Hoskins worked in private real estate investment on Wall Street. He also served as deputy mayor of economic development for the District of Columbia, during which time he led the turnaround of the District’s economy with projects such as The Wharf and City Center. During his career, his work has resulted in almost 375,000 jobs, and he has led the teams that negotiated more than 700 major business deals resulting in billions of dollars in private investment. A 2018 Distinguished Presidential Rank Award winner, Soraya Correa was appointed as the Department of Homeland Security’s (DHS) Chief Procurement Officer in January 2015. In her capacity as the Senior Procurement Executive, Ms. Correa is responsible for the management direction of the acquisition system of DHS, including implementation of the unique acquisition policies, regulations, and standards of the agency. She oversees the work of nine Heads of Contracting Activity that provide operational procurement services to DHS components, directorates, and offices. He also established the Department of Homeland Security’s $2B/year infrastructure consolidation program.
Prior to his government service he designed and built the first integrated voice - data - messaging mobile service in the United States, Sprint Spectrum, which won the JD Power Quality Award. He also received several patents for inventions related to the convergence of wired and wireless communications services.
Mark is the Golf Sports Coordinator for the Special Olympics of Northern Virginia. He coaches over 40 athletes of all skill levels and organizes golf tournaments for the athlete participation in NOVA, VA, and USA and co-chairs with the Down Syndrome Association an annual fund-raising golf tournament each June at the Springfield Golf and Country Club. Mark works to integrate men with special needs into an active volunteer life with the Knights of Columbus Catholic men’s community.

Paul Beckman

Paul Beckman serves as the Chief Information Security Officer (CISO) for the Department of Homeland Security (DHS). Providing direct support to the Chief Information Officer, Mr. Beckman is principally responsible for protecting the Department’s information technology (IT) infrastructure from all threats.
Prior to his current role, Mr. Beckman served as Deputy Chief Information Security Officer for DHS Office of the Chief Information Security Officer where he directly assisted the CISO in all matters necessary to enhance, update, and improve the Department’s cybersecurity defense. Specifically, Mr. Beckman directed the operational side of DHS’s Cybersecurity program, overseeing the Enterprise Security Operations Center and security engineering and architecture teams. Using his years of experience, he identified changes, trends, threats, and residual risk in the department’s information system technology; interpreting their meaning to senior executive management.
Mr. Beckman joined DHS as the Chief Information Security Officer for DHS headquarters (HQ) in November 2005. In this position, he was responsible for HQ’s cybersecurity program, as well as its communication security, configuration management, and public key infrastructure operations. Most notably, Mr. Beckman built OCIO’s Risk Management Division (RMD) — HQ’s first independent IT Security Program — from the ground up. Through Mr. Beckman’s leadership, RMD developed into a fully-operational cybersecurity program that oversaw the three classifications of networks across DHS HQ: the sensitive but unclassified, collateral secret, and top secret networks.
Before his service to DHS, Mr. Beckman spent five years working for the Department of Defense under the Network Infrastructure Division as the Information Assurance Manager. During his tenure, he reported directly to the Director of Network Infrastructure on all security issues regarding the Pentagon’s backbone and core infrastructure. Mr. Beckman holds several certifications including CISSP, MCSE, CCNA, CWNA, and CWSP.

Bierweiler joined Cloudera by way of the company’s merger with Hortonworks in January 2019 and leads the organization that is responsible for the federal government worldwide and U.S. state, local, and education clients.
Bierweiler has more than 15 years of experience providing Information Technology solutions, systems, and support to the Public Sector. Prior to joining Cloudera, Bierweiler was Vice President of U.S. Public Sector at Hortonworks and President of Hortonworks Federal, Inc. Before that, Bierweiler worked at Red Hat as Director of Sales where he concurrently led the teams responsible for its Department of Defense and Federal Systems Integrator verticals. He also worked at Raytheon where held cross-functional leadership positions of increasing responsibility in the areas of Engineering, Program Management, Business Development, and Capture Strategy.
Bierweiler earned his M.B.A. from the University of Maryland and B.S. in Computer Engineering from the University of Florida.

Chirag Bhatt is the Chief Innovation Officer at FEI Systems. Mr. Bhatt leads technology innovations relevant to FEI’s core business direction and manages research and development resources. He builds a grant backlog supporting FEI’s innovative initiatives, monitors progress and alignment to FEI core businesses, and guides intellectual properties growth and protection strategies. Mr. Bhatt is expert in the development and review of health IT standards and is an active member of Health Level 7 International (HL7). He is an expert in health care interoperability content standards such as Continuity of Care Document (CCD), CCD/C32, Clinical Document Architecture (CDA), Consolidated CDA (C-CDA), and Fast Healthcare Interoperability Resources (FHIR). Likewise, he is expert in standardized terminology such as Systematized Nomenclature of Medicine-Clinical Terms (SNOMED-CT), Logical Observation Identifiers Names and Codes (LOINC), Healthcare Common Procedure Coding System (HCPCS) and Current Procedural Terminology (CPT), and RxNorm. Prior to FEI, Mr. Bhatt was Principal Consultant at Knightsbridge Solution, serving as Technical Project Manager for Capital One and Lead Architect for Freddie Mac. He was Senior System Architect at Intelix, serving as Project Lead for Marriott and Verizon. Mr. Bhatt brings FEI 20 years of professional experience with large-scale health IT systems and solutions for government-related behavioral health and Long-Term Services and Supports (LTSS) services. He has extensive experience with web application development, data warehousing, business intelligence, and data analytics. He brings deep knowledge to analysis, technical assistance, and health IT system design for Federal Government, States, and counties. Mr. Bhatt earned a Master of Business Administration in Information Systems and Finance from the University of Maryland and a Master of Technology in Electrical and Control Systems Engineering from the Indian Institute of Technology.

Dr. Abrams is Harmonia’s Chief Technology Officer. He helps customers navigate technology trends from his experience leading innovation projects in artificial intelligence and machine learning, application modernization and cloud adoption, blockchain, cybersecurity, data science and data lakes using big data technologies, DevSecOps automation, and human factors engineering. He leads a CTO staff of technology leaders who are matrixed to support many Harmonia customers. Dr. Abrams held previous positions with IBM Research, the U.S. Army, and Virginia Tech (tenured Associate Professor of Computer Science). He has led research and development projects with the Departments of Defense, Energy, Homeland Security, Transportation; as well as NASA and NIH. He received his Ph.D. in Computer Science from the University of Maryland and was a post-doc at Stanford University.

Prior to ARRAY, Sumeet was SVP for Public Sector at Keane (now NTT Data) and also spent time as the SVP for North American Commercial Sales and Marketing. As EVP and COO of ANSTEC, a Government IT contractor, he architected the company’s sale to Keane. Sumeet’s experience has traversed the full range of early-stage small business to a competitive, mid-tier contractor, including on both sides of M&A transactions. Sumeet has been committed to his alma mater, George Mason University (MBA ’94), and the regional community throughout his career. He serves on the GMU Foundation Board of Trustees, is the President of Mason’s Alumni Association, and sits on the Dean’s Advisory Council for the Business School.
