Ms. Roya Konzman is the Senior Information Technology (IT) Specialist within the Office of IT Services Category, Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS). FAS provides buying platforms and acquisition services to Federal, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services and solutions. 

Ms. Konzman has over twenty years of program management and technical experience in overseeing cost, schedule, and technical performance of IT programs in both government and private industry. Ms. Konzman developed the IT Schedule 70, Health IT Special Item Number (SIN) in partnership with the Defense Health Agency (DHA) to support the Federal Health IT Strategic Plan goals and initiatives. She is passionate about working with Health IT customer agencies, and industry partners to achieve win-win solutions.   

In her current role as a member of the ITC emerging technology team, Ms. Konzman is improving and implementing through innovation ITC’s solutions to meet customer agencies emerging technology needs.  Ms. Konzman also works closely with emerging technology vendors to ensure timely on-boarding to GSA solutions. 

Prior to joining GSA, Ms. Konzman worked at the Nuclear Regulatory Commission (NRC) as the Branch Chief for the Office of New Reactor, Information Technology Branch (NRO), where she managed the development, maintenance, and implementation of NRO’s IT infrastructure.  She also served as a Senior IT Program Manager for the Office of Nuclear Security and Incident Response, where she implemented the agency’s first secure wireless system. Prior to working for the NRC, Ms. Konzman worked in private industry where she supported many government agencies in engineering IT requirements.

Ms. Konzman holds a Contracting Officer’s Representatives level III, and Senior Program and Project Managers certification from Defense Acquisition University.  She is a certified Project Management Professional and Information Technology Infrastructure Library practitioner.   Ms. Konzman holds a Bachelor of Science degree from George Mason University and a Master of Science degree from the George Washington University in Computer Information Technology.

Victor Hoskins joined the Fairfax County (Va.) Economic Development Authority as president and CEO on August 5, 2019. Previously, he was the director of Arlington (Va.) Economic Development since 2015. In that role he is most known for leading the team that successfully attracted Amazon HQ2 to Arlington County, a deal that will bring between 25,000 and 37,850 Amazon jobs to Arlington, stimulate creation of another 75,000 jobs in the Washington region, and generate between $3.2 and $4.8 billion in revenue for the Commonwealth of Virginia. 

Under Mr. Hoskins’ leadership, Arlington County also successfully implemented an Innovation Strategy that moved it toward technology and private-sector commercialization. Other successes in Arlington include Nestlé, Grant Thornton, Lidl, Mastercard, Deloitte, PBS and Opower-Oracle. 
Previously, Mr. Hoskins worked in private real estate investment on Wall Street. He also served as deputy mayor of economic development for the District of Columbia, during which time he led the turnaround of the District’s economy with projects such as The Wharf and City Center. During his career, his work has resulted in almost 375,000 jobs, and he has led the teams that negotiated more than 700 major business deals resulting in billions of dollars in private investment. He holds a master’s degree in city planning from the Massachusetts Institute of Technology and a bachelor's degree with honors from Dartmouth College. 

Sandeep Somaiya is the Managing Director of NET ESOLUTIONS (NETE), a mid-tier Federal and Health/Biomedical management consulting and technology solutions firm based in McLean, Virginia. Sandeep is an executive with more than twenty five years of experience in the technology and management consulting industry. Mr. Somaiya has extensive managerial and consulting experience with both Government (Federal Civilian and Department of Defense [DoD]) and non-government commercial organizations. Tobin Government Contracts Award.  She has also published articles in the Public Contract Law Journal and the Howard Law Journal.

Ms. Cassandra Martin is the Director, Office of Small Business Programs (OSBP) for the Defense Health Agency   (DHA) serving as chief advisor to the Director on all small business matters. In this role, she is responsible for   the overall implementation of the agency’s small business procurement program, small business acquisition   policy, strategic initiatives, and guiding small businesses through the process of contracting with the DHA.

  Ms. Martin has over 40 years of federal service and brings a wealth of knowledge and experience to the small   business program. She has served for over 36 years in various contract and procurement positions within the   Department of Defense, U.S. Department of Transportation, and Department of Homeland Security/Federal   Emergency Management Agency. Ms. Martin is a member of the DoD Acquisition Professional Community and is a 
    Level III certified Contracting Professional under DAWIA and FAC-C.  She holds a Bachelor’s of Science degree in Business   Management from the University of Phoenix and a Graduate Certificate in Procurement and Contracts Management from the   from the University of Virginia.  

Kovilvenni Ramaswamy (Ram) founded Health360™ based on many years of working in the Health IT transformation since 2009. As a 30+ year veteran in the IT space with the last decade in the Health IT & services, he has been at the forefront of many large HealthIT initiatives including Healthcare.gov (a.k.a Obamacare), Population Health Management, Care Coordination, Wellness Management & others. A 2018 Distinguished Presidential Rank Award winner, Soraya Correa was appointed as the Department of Homeland Security’s (DHS) Chief Procurement Officer in January 2015.  In her capacity as the Senior Procurement Executive, Ms. Correa is responsible for the management direction of the acquisition system of DHS, including implementation of the unique acquisition policies, regulations, and standards of the agency.  She oversees the work of nine Heads of Contracting Activity that provide operational procurement services to DHS components, directorates, and offices.  She has initiated and led several key efforts designed to improve how the 1,400 member DHS procurement workforce focuses as a team on finding the right solutions to enable and support the DHS mission.  These efforts include the Acquisition Innovations in Motion (AIiM) framework, including the Procurement Innovation Lab (PIL), and the Education, Development, Growth, and Excellence (EDGE) mentoring program. Ms. Correa has been with DHS since its inception serving in key leadership positions including Head of Contracting Activity for Immigration and Customs Enforcement and Associate Director of the U.S. Citizenship and Immigration Services Enterprise Services Directorate.  

Ms. Correa has also held leadership positions at other federal agencies including the Naval Sea Systems Command, General Services Administration, National Aeronautics and Space Administration, and Immigration and Naturalization Service.

Her accomplishments as a leader are well recognized by the government and industry communities.  She has received awards including the Secretary’s Award for Excellence, Management Support Awards, Federal 100 recognition, Public Sector Partner of the Year, Top Women in Tech, and several other accolades that reflect her commitment to the acquisition workforce, procurement innovation, and promoting meaningful communications with industry.

Mark has led and shaped a wide variety of technology organizations in both business and government adopting disruptive technology, organization, and process innovations.  From his consulting practice, he has launched several new businesses, including WNP Communications and PingTone Communications; he now provides strategic advice and leadership to organizations bringing disruptive technology to the federal sector with his partners at The Emery Group.  Current interests include: Counter-Drone Detection and Mitigation; Persistent Data-centric Cyber Security and Data Rights Management; Supply Chain Risk Management; Water purification solutions.

He managed a $400M portfolio of Department of Homeland Security contracts for a large systems integrator.  Mark introduced agile development, cloud computing, and DevOps to his portfolio averaging a 20% annual growth rate over 5 years. 

As a Senior Executive at the Department of Homeland Security, Mark supervised the green field start-up and operation of the Transportation Security Administration integrated voice/data network and application infrastructure and the modernization of FAA systems to the new TSA requirements. He also established the Department of Homeland Security’s $2B/year infrastructure consolidation program.

Prior to his government service he designed and built the first integrated voice - data - messaging mobile service in the United States, Sprint Spectrum, which won the JD Power Quality Award. He also received several patents for inventions related to the convergence of wired and wireless communications services.

Mark is the Golf Sports Coordinator for the Special Olympics of Northern Virginia.  He coaches over 40 athletes of all skill levels and organizes golf tournaments for the athlete participation in NOVA, VA, and USA and co-chairs with the Down Syndrome Association an annual fund-raising golf tournament each June at the Springfield Golf and Country Club. Mark works to integrate men with special needs into an active volunteer life with the Knights of Columbus Catholic men’s community.

Mark serves on the Information Technology Executive Council for the Kogod School at American University where he provides advice and support to the graduate and undergraduate program leadership of the school in areas of cyber security, analytics, and general IT management.

Mark currently serves on the AFCEA Homeland Security Committee where he organized the 2019 Homeland Security Conference “Cyber Meets Critical Infrastructure” Panels and Workshop.

Mark was a certified Program Management Professional, and he has earned a Certificate in Management from the Wharton School of Business in addition to his academic degrees, which include a Bachelor of Science degree from Carnegie-Mellon University and a Master of Science degree from the MIT Sloan Management School of Business.

Paul Beckman serves as the Chief Information Security Officer (CISO) for the Department of Homeland Security (DHS). Providing direct support to the Chief Information Officer, Mr. Beckman is principally responsible for protecting the Department’s information technology (IT) infrastructure from all threats. 

Prior to his current role, Mr. Beckman served as Deputy Chief Information Security Officer for DHS Office of the Chief Information Security Officer where he directly assisted the CISO in all matters necessary to enhance, update, and improve the Department’s cybersecurity defense. Specifically, Mr. Beckman directed the operational side of DHS’s Cybersecurity program, overseeing the Enterprise Security Operations Center and security engineering and architecture teams. Using his years of experience, he identified changes, trends, threats, and residual risk in the department’s information system technology; interpreting their meaning to senior executive management.

Mr. Beckman joined DHS as the Chief Information Security Officer for DHS headquarters (HQ) in November 2005. In this position, he was responsible for HQ’s cybersecurity program, as well as its communication security, configuration management, and public key infrastructure operations. Most notably, Mr. Beckman built OCIO’s Risk Management Division (RMD) — HQ’s first independent IT Security Program — from the ground up. Through Mr. Beckman’s leadership, RMD developed into a fully-operational cybersecurity program that oversaw the three classifications of networks across DHS HQ: the sensitive but unclassified, collateral secret, and top secret networks.     

Before his service to DHS, Mr. Beckman spent five years working for the Department of Defense under the Network Infrastructure Division as the Information Assurance Manager. During his tenure, he reported directly to the Director of Network Infrastructure on all security issues regarding the Pentagon’s backbone and core infrastructure. Mr. Beckman holds several certifications including CISSP, MCSE, CCNA, CWNA, and CWSP. 

Mr. Beckman obtained a Master’s Certificate in Project Management from George Washington University and received his Bachelors of Science in Psychology from Radford University. He currently resides in Washington, D.C. 

As the Chief Information Security Officer (CISO) for US Customs and Border Protection, Alma R. Cole is responsible for all aspects of the CBP Cybersecurity program, including security architecture, risk management, policy compliance, and defensive operations. Prior experience includes leading DHS-wide incident response efforts as the Director of the DHS Security Operations Center (SOC), and experience leading cybersecurity consulting engagements in the private sector. 

Mr. Cole received his Master of Business Administration degree, with an emphasis in Information Assurance, through the National Science Foundation Cyber Corps Scholarship for Service program at Idaho State University, and a Bachelor of Science in Business Information Systems from Utah State University.  He also holds numerous industry certifications, including Certified Information Systems Security Professional (CISSP) and Certified Enterprise Architect, EA Center of Excellence (EACOE). 

Rajesh Krishnamurthy is the founder and Chief Technology Officer of 3i Diagnostics. He has over 20 years of experience in Life Sciences’ Technology. He has overseen the development of over 50 therapeutic candidates at different stages of development, including two billion dollar drugs - Kadcyla ^® and Tanzeum ^®, in the US, Europe, Canada, and Asia. He has also had extensive regulatory interactions with the FDA and the EMA. Dr. Chaitanya Baru is Senior Advisor for Data Science in the Computer and Information Science & Engineering Directorate at the National Science Foundation, Alexandria, VA. Mr. Lovell is a 23 year Army veteran, beginning his career in healthcare as a laboratory scientist, serving in a variety of leadership positions within clinical, research and reference laboratories across the Army Medical Department (AMEDD), later transitioned to roles as a financial manager and controller in various Military Treatment Facilities (MTF) culminating with his role as the Health Sector Lead on the Business Management Modernization Program (BMMP) within the Office of the Secretary of Defense (Comptroller). Shaun Bierweiler is President of Cloudera Government Solutions, Inc and Vice President and General Manager of Public Sector at Cloudera, Inc.  Bierweiler joined Cloudera by way of the company’s merger with Hortonworks in January 2019 and leads the organization that is responsible for the federal government worldwide and U.S. state, local, and education clients.

Chirag Bhatt is the Chief Innovation Officer at FEI Systems. Mr. Bhatt leads technology innovations relevant to FEI’s core business direction and manages research and development resources. He builds a grant backlog supporting FEI’s innovative initiatives, monitors progress and alignment to FEI core businesses, and guides intellectual properties growth and protection strategies. Mr. Bhatt earned a Master of Business Administration in Information Systems and Finance from the University of Maryland and a Master of Technology in Electrical and Control Systems Engineering from the Indian Institute of Technology.

Dr. Abrams is Harmonia’s Chief Technology Officer. He helps customers navigate technology trends from his experience leading innovation projects in artificial intelligence and machine learning, application modernization and cloud adoption, blockchain, cybersecurity, data science and data lakes using big data technologies, DevSecOps automation, and human factors engineering. He leads a CTO staff of technology leaders who are matrixed to support many Harmonia customers. Dr. Abrams held previous positions with IBM Research, the U.S. Army, and Virginia Tech (tenured Associate Professor of Computer Science). He has led research and development projects with the Departments of Defense, Energy, Homeland Security, Transportation; as well as NASA and NIH. He received his Ph.D. in Computer Science from the University of Maryland and was a post-doc at Stanford University.

Mr. Saboo is a lifelong entrepreneur with a unique understanding of technology as well as business and strategic issues and a solid track record of building and operating successful technology and technology related services companies. He started his entrepreneurial career in 1993, launching Concept Software, a software services firm that specialized in large high-end client-server systems for Fortune 500 clients. He sold Concept Software in 1999 and subsequently co-founded Installation Included Inc., serving as its Chief Technology Officer and directing the developing of its state-of-the-art IT systems for logistics support, and helping the company raise more than $20M in funding.

Sumeet Shrivastava is an accomplished executive and proven business leader with more than two decades of experience in the government IT industry. As President and CEO of ARRAY, he provides overall corporate leadership for the company’s growth strategy, which has included a successful graduation from the 8(a) program and recently lead a management buyout of ARRAY.

Background

Prior to ARRAY, Sumeet was SVP for Public Sector at Keane (now NTT Data) and also spent time as the SVP for North American Commercial Sales and Marketing. As EVP and COO of ANSTEC, a Government IT contractor, he architected the company’s sale to Keane. Sumeet’s experience has traversed the full range of early-stage small business to a competitive, mid-tier contractor, including on both sides of M&A transactions.  Sumeet has been committed to his alma mater, George Mason University (MBA ’94), and the regional community throughout his career. He serves on the GMU Foundation Board of Trustees, is the President of Mason’s Alumni Association, and sits on the Dean’s Advisory Council for the Business School.  Sumeet also sits on the Board of Directors of the Children’s Science Center.

Marc Broderick is a Senior Vice President and Private Client Advisor in the McLean, Virginia office of Bank of America Private Bank. Marc oversees the strategic development and delivery of the Private Bank’s private wealth management services to high net worth individuals, families, family foundations, and select not for profit organizations for endowment management throughout the United States. Marc joined U.S. Trust in 2013 and brings a wealth of knowledge and experience serving high net worth individuals, families, and private foundations after 20 years of leadership roles within the not for profit community. Marc joined Bank of America Private Bank because he was drawn to the comprehensive capabilities offered and the team structure as a key driver of client value. Together with a team of specialists, Marc crafts detailed wealth offerings that respond to a range of goals: investment management, trust and estate planning strategies, liquidity event strategies, credit and lending, family office services and philanthropy.  Marc is a long-term resident of the greater Washington, D.C. area.

Lena Kannappan is the Chief Operating Officer and Head of Cloud IAM business for 8KMiles, he is a visionary leader who leads and directs the business operations for 8KMIles. He founded FuGen Solutions acquired by 8KMiles, is a serial entrepreneur with 24 years of software industry experience and also supports investments and M&A activities for 8KMiles. Lena is also one of the original founders of SAML 2.0 protocol and Federated Identity Management model for the industry while at Orange-France Telecom, which changed the way Identity Information is shared between Service Providers and enabled the huge success of SaaS, Cloud and Social Networking. Lena is a regular invited speaker in industry related events.

Dr. Street joined the HHS Office of Small and Disadvantaged Business Utilization in April 2016. Prior to joining the OSDBU, she led complex management initiatives as a Lead Procurement Analyst at the National Institutes of Health Information Technology and Acquisition and Assessment Center (NITAAC).  As the Deputy Director for Operatuons at the HHS OSDBU, Dr. Street is responsible for ensuring the proper execution of the small business programs at the 29 HHS Operating and Staff Divisions through the supervision of a cadre of Small Business Specialists. In addition to advising the OSDBU director, she has set her priorities on developing initiatives that will enhance the internal and external stakeholder experience with the OSDBU, assist the HHS in meeting its goals in all socioeconomic categories, and to develop new or to enhance existing HHS OSDBU applications.

Anusha is a technology leader with over 15 years of experience in security-minded software, analytics, and managed services. A Carnegie Mellon alum, she has worked at the Naval Research Lab, and most recently was the Director of Software Programs at Galois, Inc., managing DARPA contracts in the areas of privacy, cyber-mission planning, and software diversity.

Senior Executive with over 20 years of management experience in enterprise software, consulting and finance industries. Proven track record of delivering profitable growth in extremely competitive markets based on an ability to recruit, build and motivate high performance organizations. Hands on experience managing product lifecycle process across multiple product lines resulting in new industry benchmarks for quality and innovation. Worked collaboratively with partner organizations, resellers, and vendors.
