The spec includes the following sentence:

The relationship to the relevant reading should be specified

What should this sentence read instead?

"Should" is a keyword, so it should either be "SHOULD" or a non-keyword...

@WilcoFiers Thanks for your comment on the ACT Rules Format. I updated the Background section to say "SHOULD" and added an explainer to the sentence. So the sentence now is:
The background information is optional, but whenever it is included in the rule, the relationship to the relevant reading SHOULD be specified. Once the ACT TF approves this change on Thursday, 27 June you have 48 hours to make additional comments on this issue if you feel the changes do not resolve your concern.
