• User Need 8: In an emergency situation a deaf, speech impaired, hard of hearing or deaf blind user needs to make an emergency call, instantly send and receive related text messages and/or sign via a video stream.

Aren’t we confusing signing with RTT?

The RQTF group feels this is covered by the and/or - for rich media and a fall back mechanism
