Department Information

The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency and zero emission vehicles to benefit all Coloradans. CEO develops and implements programming to support that mission and achieve outcomes within Colorado's energy sectors. The Building Innovation & Energy Finance (BDFI) unit is responsible for CEO's efforts to provide cost-effective energy services and financing to advance innovative energy solutions for buildings and facilities.

Description of Job

The Associate Program Manager helps manage programs, conducts research, and provides administrative support to the unit. The Program Associate will primarily support the management of the Residential Energy Upgrade (RENU) Loan Program. However, he/she will also support programming serving private sector commercial, agricultural, and industrial facilities.
 
This position supports all aspects of program delivery: ensuring effective program operation through process analysis and partner outreach, engaging stakeholders, promoting and marketing the program, managing databases, developing goals and metrics, monitoring relevant energy policy, and tracking program budgets and reporting. He/she will also have an opportunity to help develop and lead new program-related initiatives.
 
Duties and Responsibilities:
RENU Program Management:

  • Assist the Sr. Finance Programs Manager in the management of CEO's Residential Energy Upgrade (RENU) Loan Program and help design strategies and private sector engagement tactics for program growth.
  • Collaboratively manage relationships with RENU stakeholders and participants, including contractors and lenders.
  • Develop and lead program marketing and advertising initiatives.
  • Serve as point of contact for customer service, program inquiries, and project troubleshooting.
  • Conduct trainings and presentations on program elements and processes and collect feedback to inform program streamlining opportunities.
  • Help develop and manage program and project-level data collection and reporting for internal and external audiences.
  • Participate in the evaluation of program outcomes and propose changes to the Sr. Finance Programs Manager for program improvements to support the annual strategic planning process.
  • Help develop and monitor program operational measures and report on progress toward goals to the Sr. Finance Programs Manager.
 
Other Program Administration:
  • Assist in the development of programming work plans and associated contracts, and propose corresponding annual public investment strategies.
  • Assist in the research and development of:
    • Policy, regulatory and legislative strategies across the sector.
    • Methodologies to quantify and promote economic and environmental impact of existing programs.
    • Strategies to meet market demand for energy financing products (e.g. Commercial PACE, on-bill repayment offerings, etc.), and help manage the project implementation process to deploy those strategies/initiatives.
    • Funding opportunities for new and existing Building Innovation and Energy Finance programming.
  • Help promote data-driven decision making and develop successful emerging market strategies through the collection and utilization of program data.
  • Perform program administration including procurement, vendor/grantee invoicing and reporting, and budget management for Building Innovation and Energy Finance programs.
  • Attend stakeholder meetings to support the CEO's goals.
  • Work with communications staff to prepare collateral resources that support program recruitment, and technical assistance, outreach, and education activities including newsletters, presentations, networking, and collaboration with internal and external resources.
General
  • Adhere to all health and safety policies in the planning and execution of activities.
  • Maintain positive working relationships with a diverse range of stakeholders within the market area. 
  • Abide by office policies and procedures in a manner that ensures fiscal responsibility and promotes efficient, effective and elegant government.
  • Use of word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents related to the project.
  • Assist other CEO departments in carrying out unit and office wide priorities.
  • Participate in and travel as necessary to designated events and conferences in support of office programming.
  • Other duties as requested and required.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Bachelor's degree in a relevant discipline (business, engineering, finance, public policy or related field); additional consideration will be given to candidates with an advanced degree and/or relevant certifications.
  • Minimum of 1 year professional experience in project or program development and management.
  • Preference given to candidates with general understanding of lending practices and processes.
  • Preference given to candidates with knowledge of energy consumption and management practices.
  • Strong time management and organizational skills.
  • Strong written, oral, and presentation communication skills.
  • Demonstrates a high level of initiative as well as the ability to work both independently and in a team environment.
  • Excellent computer skills including the Microsoft Office suite.
